Federal, provincial, and territorial immigration Ministers met to plan for the future of Canada’s immigration system

Halifax, Nova Scotia – The Forum of Ministers Responsible for Immigration (FMRI) met on March 10, 2023, at the Canadian Museum of Immigration in Halifax, Nova Scotia, to continue their discussions on the future of immigration in Canada. 

The Ministers focused on advancing joint initiatives to respond to pan-Canadian immigration priorities and were pleased with the progress made toward improving the effectiveness of Canada’s immigration system to meet economic and regional needs. 

In a follow-up to the meeting last July, Ministers discussed increasing provincial/territorial (PT) involvement in the economic immigrant selection, increasing allocations in the Provincial/Territorial Nominee Programs (PNPs), finding ways to improve application processing times, reducing duplication, and providing greater agency over PNPs.

The FMRI meeting demonstrated the commitment of the federal, provincial, and territorial governments to work together to ensure that the immigration system continues to be a driver of Canada’s economic growth and nation-building. 

Provincial Nominee Programs (PNPs) play an important role in Canadian immigration because they allow provinces and territories to select and nominate immigrants who are qualified, experienced, and skilled to contribute to their communities.

The following are some reasons why PNPs are important for Canadian immigration:

  1. By selecting immigrants with the skills and experience needed to fill job vacancies in their region, PNPs allow provinces and territories to meet local labor market needs.
  2. By selecting immigrants who can contribute to their workforce and help grow their economy, PNPs are able to address some demographic challenges faced by some provinces and territories.
  3. Entrepreneurs and skilled workers can access PNPs even if they are not eligible for other federal immigration programs.
  4. PNPs generally process applications faster, allowing applicants to obtain permanent residence more quickly, as well as obtain a work permit while their permanent residence application is processed.
  5. PNPs can stimulate economic growth in specific regions of Canada by attracting skilled workers and entrepreneurs to create jobs and drive innovation.

PNPs are vital to Canada’s immigration system since they enable provinces and territories to nominate candidates that meet their specific labor market and economic requirements.
