About the Draw

The 14th of September, Immigration, Refugees and Citizenship Canada (IRCC) held the first Canadian Experience Class (CEC) express entry draw of the month, inviting 2,000 candidates to apply for Canadian permanent residence. Invitations to Apply (ITAs) were sent to candidates with Comprehensive Ranking System (CRS) scores equal to or greater than 462.

The 2,000 ITAs issued in this draw fall short when compared to earlier months of the year (particularly the record-breaking draw of February, draw #176). On the other hand, minimum CRS scores in the past couple of months have remained within the 400s, showing no major fluctuations, just a slow but steady rise. This draw’s tie-breaking rule was marked on September 11, 2021, at 10:55:43 UTC. IRCC uses the tie-breaking rule to rank candidates with the same CRS score. For instance, in this draw, candidates with scores of 462 must have entered their profiles into the Express Entry (EE) CEC pool before 10:55:43 UTC on September 11th.

How Does the Express entry system work?

The Express Entry system is an electronic system used to manage the applications of skilled workers who wish to become permanent residents of Canada. For example, if you are interested in becoming a Canadian permanent resident, you must create and submit your online candidate profile for the federal government’s review. The federal government will then determine if you are eligible for a program under EE. If so, you would be accepted into the EE pool and ranked under CRS. 

What is the comprehensive ranking system?

The CRS is a point-based system designed to assess and rank eligible candidates in the EE pool. Canada calculates CRS scores through different profile factors such as a candidate’s age, education background, work experience, language ability, among others. On average, EE draws are held every two weeks by the federal government.

In Canada’s 2021-2023 immigration plan announced last October 30th, 2020, the federal government emphasizes economic immigration programs. With 58% of expected immigrants being admitted into the country under economic class programs, the message is clear: Canada values the work of immigrants and is making space for them to stay. In fact, on May 6, 2021, the Minister of Immigration, Refugees and Citizenship Canada, Marco E.L Mendicino announced six new streams through which candidates can apply for their PR. Minister Mendicino highlighted the silver lining of the Covid-19 pandemic saying, ““The pandemic has shone a bright light on the incredible contributions of newcomers. These new policies will help those with a temporary status to plan their future in Canada, play a key role in our economic recovery and help us build back better. Our message to them is simple: your status may be temporary, but your contributions are lasting—and we want you to stay.”
